Thomas E. Propp, CPA

Tom specializes in tax and business consulting engagements with a concentration in the real estate industry and business entrepreneurs. He has earned a reputation for successfully representing clients in real estate transactions and he oversees a team of specialists who routinely provide audit, tax and consulting services.

With more than 40 years of experience in accounting and auditing, Tom has assisted clients with many types of real estate transactions. These include acquisitions and dispositions; debt restructurings; and business entity formation and structuring, among others.

Tom received his Bachelor of Science and MBA degrees with an emphasis in finance from the University of California, Berkeley. He serves his local community as a member of the board of directors of Placer Community Foundation.

Debbi J. Christensen, CPA

Debbi leads our financial statement reporting team which produces audits, reviews and compilations for clients in a variety of industries. She also provides financial accounting and auditing services as well as tax planning and compliance services to individual and business clients.

With over 35 years of experience, Debbi works with individual clients in addition to business clients in real estate, affordable housing, common interest realty associations, and other for-profit and not-for-profit entities.

Debbi received her Bachelor of Arts degree in business administration with an emphasis in management from Walla Walla College. She has served on the board for Sutter Roseville Medical Center Foundation and currently serves as the treasurer for Adventist Forum.

Mary J. Caniglia, CPA

Mary, PCC's administrative partner, specializes in accounting systems consulting and training, and in the preparation of tax returns for individuals and businesses. She's our resident QuickBooks "Pro" and she's trained many clients and their staff to use QuickBooks and other accounting software. Mary also supports clients in their use of remote accounting applications to transfer tax returns and other financial records to PCC securely.

She received her Bachelor of Science degree in business from California State University, Sacramento. She serves as treasurer for the Gateway Foundation Inc. and as a volunteer for the Matsuyama-Sacramento Sister City Corporation.

K. Jeffrey De Lyser, CPA

Jeff specializes in financial reporting and assurance services, including financial and compliance audits, reviews, compilations, and other attestation engagements, assisting clients in a large variety of industries. He also provides tax planning and compliance services to business and individual clients.

Jeff received a Bachelor of Science degree with an emphasis in accounting, graduating with honors from California Baptist University in Riverside, CA. He began his public accounting career in Nevada in 1993 and joined PCC at the firm’s inception. Jeff holds active CPA licenses in Nevada and California.

He is a member of the American Institute of Certified Public Accountants and the California Society of Certified Public Accountants and serves on the Enforcement Advisory and Peer Review Oversight Committees of the California Board of Accountancy.

Justin M. Gierth, CPA

Justin specializes in working with PCC's real estate clients, with an expertise in LIHTC, HUD and USDA/Rural Development properties. He oversees the firm's affordable housing services, including audits and tax returns, cost certifications, and various other tax credit application certifications.

In addition to these real estate responsibilities, Justin also provides audit and tax services to local nonprofit organizations, closely-held businesses and their owners, and a variety of other client groups.

He received his Bachelor of Science degree in business administration with an emphasis in accounting from Pacific Union College, and holds a CPA license in California.
